reentering the market

What would you say to someone with no recent experience in their desired field (IT) but has been spending the last 5 years updating their knowledge.

In the 80's I was a consultant/programmer who specialized in supply chain solutions with the new MicroComputers. Those computers then don't even exist today.

In the 90's I was on disability for a medical situation that was corrected in 2000.

In the last several years I've gotten an AS in CS, A+, Network+, Security+, MCP. I'm a Cisco academy graduate. I've been self-studying programming to a greater degree than the AS provided.

In addition to the self-study, I decided it was time to re-learn the art of working. I couldn't find anything in IT so I became an apprentice for a small mechanic shop. It is now time to move on.

How do you think I should word my resume and cover letter? None of the standard advice seems to apply.
