A highly respected construction company in the South Bay has an immediate need for a Certified Payroll Labor Compliance Specialist.

The Certified Payroll Labor Compliance Specialist is responsible for managing and overseeing payroll processes in compliance with prevailing wage laws, government contracts, and labor regulations on construction projects. This role ensures all employees are paid correctly and timely, and that required reports are submitted accurately and on time to government agencies. The specialist also provides support to the project management team by monitoring labor compliance, conducting audits, and ensuring all relevant documentation is maintained.

Key Responsibilities:
Payroll Processing:
Ensure accurate and timely payroll processing for all workers on construction projects, adhering to prevailing wage rates, overtime, and other relevant labor laws.

Labor Compliance:
Verify compliance with federal, state, and local wage laws, including Davis-Bacon Act, Service Contract Act (SCA), and other applicable regulations.

Certified Payroll Reports:
Prepare and submit certified payroll reports to government agencies, ensuring that reports are in compliance with all contractual and regulatory requirements.

Audit Support:
Conduct periodic audits of payroll records and timesheets to ensure compliance with labor laws, including verification of worker classifications and wage rates.

Labor Law Consultation:
Provide guidance to project managers, contractors, and subcontractors regarding labor compliance issues, wage rates, and other employment-related matters.

Record Keeping:
Maintain detailed and organized records of payroll reports, certified payroll submissions, employee classifications, and other compliance-related documentation.

Employee Inquiries:
Address any payroll discrepancies or inquiries from employees or contractors and resolve issues in a timely manner.

Training and Education:
Educate project staff, contractors, and subcontractors on labor compliance requirements, including wage determination changes and reporting processes.

Regulatory Changes:
Stay current on changes in labor laws, regulations, and government contract compliance to ensure ongoing adherence to new requirements.

Qualifications:
Education:
Bachelor’s degree in Accounting, Business Administration, Human Resources, or a related field (preferred).

Experience:
Minimum of 3 years of experience in payroll administration or labor compliance within the construction industry.
Knowledge of federal, state, and local labor laws, including the Davis-Bacon Act, prevailing wage laws, and other construction-related regulations.
Experience working with certified payroll systems and government compliance software LCPtracker.
