Position Summary: Under the direction of the Budget Manager, the Senior Budget Analyst performs complex and detailed analytical work related to budget preparation, analysis, and financial reporting. This role involves coordinating and evaluating budgetary activities, conducting research, and gathering data to formulate forecasts and identify trends. The Senior Budget Analyst will also prepare reports, respond to inquiries, and recommend actions to resolve financial issues.

Essential Functions:

-Monitor and analyze corporate operations, maintenance, capital projects, and revenue budgets using ERP software and financial reports.
-Develop and recommend reports and analyses to assess the impact of budgetary decisions.
-Assist in the development and preparation of the annual budget as per the Budget Plan.
-Provide administrative, accounting, and statistical support to aid in financial planning and management.
-Analyze quantitative and qualitative data from multiple sources to support financial decision-making.
-Prepare regular and technical financial studies, reports, and monthly financial reports.
-Maintain and develop supplemental budget reports and schedules to analyze variances and reconcile with the general ledger.
-Act as a backup for the Budget Manager in their absence on routine matters.
-Assist in preparing revenue bond documents and presentations for stakeholders.
-Collaborate in the development of financial analysis methods, utility forecasting, and expenditure planning.
-Participate in the implementation and testing of ERP and customer service computer systems related to financial reporting.
-Develop and maintain Users Guides and Tailored Procedure Documents (TPD) for ERP and other software systems.
-Serve as an ERP Subject Matter Expert (SME) to assist users in resolving budget-related issues.
-Utilize Microsoft Dynamics 365 Financial Reporter, Power BI, or other analytical tools to develop reports.
-Support rate analyses and annual updates using utility Rate Model for financial planning and forecasts.

Additional Duties:

-Perform analytical studies to evaluate financial implications of business strategies using financial models.
-Conduct financial research, benchmarking, and best practices.
-Develop, maintain, and revise policies and procedures related to budgeting processes.

Education and Experience:

-Bachelor's degree in Finance, Accounting, or Business Administration with a concentration in Accounting or Finance.
-Minimum of four (4) years of experience in budgeting, preferably in the utility industry, or a total of ten (10) years of relevant education and experience in Accounting/Finance.
-Experience with ERP financial software systems such as Microsoft Dynamics 365 and analytical reporting tools like Power BI.
-Proficiency in Microsoft Office Suite, rate model software, and statistical software.
-Strong understanding of GAAP, GASB, and finance concepts.
-Knowledge of budget development principles, financial accounting, and reporting practices.
-Familiarity with utility accounting practices and project cost accounting.
-Excellent analytical, problem-solving, organizational, interpersonal, and communication skills.
-Strong time management skills to meet financial deadlines and work effectively within a team environment.
